Tolling normally has a dual purpose in Norway. Its first goal is to finance project or an improvment the transport services offered area, for instance extend public services. The second change travel behavior, encouraging drivers of private cars use other more environmentally friendly modes. Today, this tolling system based on fixed points road network which are not necessarily able record all usage evenly. Within GeoSUM (Geofencing Smart Urban Mobility) research project, distance and fuel differentiated user charging scheme been piloted. Instead point tolling, enables driver perceive that cost directly related how much gasoline electricity used network. key technology geofencing, pilot results show proposed did indeed increase amount driving inside geofence zones, reducing turn fossil-based used.
